Abstract

Decentralization has emerged as a significant approach to strengthening democratic governance and promoting inclusive development in rural India. The constitutional recognition of Panchayati Raj Institutions (PRIs), particularly through the 73rd Constitutional Amendment, established a framework for transferring political, administrative, and fiscal responsibilities to local governments. This article provides an overview of the role of decentralization in rural governance, with particular attention to grassroots participation, local development, accountability, social inclusion, and service delivery. It examines how Gram Panchayats and other local institutions contribute to planning and implementing rural development programmes while creating opportunities for participation by women, Scheduled Castes, Scheduled Tribes, and other marginalized communities. The article also highlights persistent challenges, including inadequate financial and administrative autonomy, limited institutional capacity, political interference, and uneven implementation across states. Overall, decentralization has strengthened the foundations of participatory democracy in rural India, but its effectiveness depends on genuine devolution of functions, funds, and functionaries, along with greater transparency, capacity building, and community participation. The study emphasizes the need to strengthen local institutions to make rural governance more responsive, accountable, and sustainable.
